A CLEARER VISION FOR CLAYTON COUNTY

Wanting to bring about lasting change, I want to form a Sheriff's Advisory Committee which will be assembled by community activist, families of inmates who lost their lives in the jail, and other change agents who will have a front row seat to the transformation process and a direct voice in it's implementation. Meeting regularly, we will work collaboratively to make this agency the best in the state. Their sole purpose is to dialogue with me directly regarding the roadmap to greatness. 

The Sheriff's Foundation is a nonprofit organization dedicated to enhancing the well-being of our county through community engagement, education, and charitable initiatives. The Sheriff's Foundation supports programs that make a meaningful impact. With the help of donors, sponsors, and volunteers, the foundation directly supports the preventative component of the 360 degree concept. 

Managed by a non-staff board of directors, it also serves as an invaluable resource to the employees of the Clayton County Sheriff's Office during life events for example.

Detention Center Infrastructure Stabilization & Modernization Program

1. Executive Overview

The county detention facility must meet three core standards:

1. SafetY of inmates and staff
2. Constitutional detention conditions
3. Operational efficiency

This engineering plan outlines structural repairs, infrastructure upgrades, and modern detention technology improvements to restore the facility to professional correctional standards.

Phase 1: Immediate Safety Stabilization (0–90 Days)

1. Structural Safety Inspection

Hire licensed structural engineers and correctional facility specialists to inspect:

• Cell block integrity
• Load-bearing walls
• Ceiling panels
• Door frame anchoring
• Stairwell supports
• Control room structures

Deliverable:

Full Structural Assessment Report

2. Plumbing System Rehabilitation

Common jail issues include sewage backups and failing pipes.

Engineering actions:

• Replace corroded pipes

• Install backflow prevention valves

• Upgrade sewage pumps

• Install cell block shutoff valves

• Install leak detection sensors

Goal:

Prevent biohazard conditions and flooding.

3. Ventilation & Air Quality

Poor ventilation leads to mold, illness, and lawsuits.

Engineering upgrades:

- Install HEPA filtration systems

• Upgrade HVAC capacity

• Install humidity control

• Add negative pressure ventilation in medical areas

• Clean and seal duct systems

Goal:

Meet CDC detention health standards.

4. Electrical System Inspection

inspect and upgrade:

• Emergency generators

• Circuit panels

• Wiring in older housing units

• Lighting systems

• Fire alarm systems

Goal:

Prevent power outages and fire hazards.

Phase 2: Facility Security Engineering (90–180 Days)

1. Door and Locking System Upgrades

Many jails operate with failing mechanical locks.

Upgrade to:

• Electronic sliding door systems

• Redundant locking controls

• Emergency override systems

• Tamper alarms

Benefits:

• Prevent escapes

• Reduce officer injuries

• Improve lockdown capability

2. Surveillance Infrastructure

nstall modern detention-grade surveillance systems:

• 360° camera coverage

• AI-assisted monitoring

• Control room video wall

• Evidence recording servers

• Blind-spot elimination

Goal:

Full facility visibility and incident documentation.

3. Control Room Modernization

Upgrade the central control command center with:

• Digital door controls

• Emergency lockdown buttons

• Redundant communication systems

• Integrated alarm systems

• Facility-wide intercom

Goal:

Create a real-time command environment.

Phase 3: Sanitation & Living Conditions (180–365 Days)

1. Mold Remediation

Engineering remediation includes:

• Moisture detection scanning

• Removal of contaminated materials

• Antimicrobial wall treatments

• New ventilation improvements

2. Water System Improvements

install:

• Industrial water filtration

• Pressure stabilization pumps

• Anti-scald fixtures

• Drinking water stations

3. Lighting Improvements

Upgrade to:

• LED detention lighting

• Circadian lighting cycles

• Emergency backup lighting

Benefits:

• Reduced violence

Phase 4: Fire & Emergency Systems

Install or upgrade:

• Fire suppression sprinklers

• Firefighter air tanks staging locations

• Smoke evacuation systems

• Fire-rated door systems

• Evacuation route lighting

Include:

• Monthly fire extinguisher inspections

• SCBA firefighter oxygen tank checks

• Emergency alarm testing

Phase 5: Technology Modernization

Introduce smart jail infrastructure.

Systems to install:

• Electronic inmate tracking

• Digital headcounts

• Body camera integration

• Smart key control systems

• Incident reporting software

Project Lifesaver is the premier search-and-rescue program operated internationally by public-safety agencies, and is strategically designed for “at-risk” individuals who are prone to the life-threatening behavior of wandering or eloping due to autism, Alzheimer’s disease, dementia or other cognitive conditions. The primary mission of Project Lifesaver is to provide timely response to save lives and reduce potential injury for adults and children with the propensity to wander due to a cognitive condition.

Partering with groups such as #FatherMatterATL to bring about real change. They provide legal, healthcare, mental heatlth, social work, and child support resources just to name a few.

Assigning Investigators to partner with the GBI Task Force as a Liason to combat Human Trafficking in Clayton County. Human Trafficking is commonly referred to wiith its sexual connotation, however, it also refers to forced manual labor as well which is commonly seen amongst migrant workers.
